Program Overview

Law-based governance is a fundamental principle of a modern constitutional state. This program aims to provide a contemporary level of professional training to specialists with a legal education, while also ensuring that they have a solid understanding of economics, finance, and economic activities. The graduates of this program will possess the skills to apply their acquired knowledge of law in local government agencies, financial and economic service providers, as well as in municipal and regional businesses, state authorities. They will also have a strong professional legal culture and be capable of carrying out their professional activities within a digitalized public administration and financial environment. The program is diversified and interdisciplinary, and includes the intersection of law, economics, and management. This combination allows students to develop unique skills in the fields of public and municipal administration and the protection of the rights and interests of individuals in the digital economy. The program meets the current challenges and demands of the labor market. "Lawyer in the field of public authority" is a specialized program that aims to train highly qualified professionals for the state and local governments as well as the private sector.

The Master's program is aimed at forming a comprehensive and balanced system of theoretical and practical knowledge, skills and competencies among students, the mastery of which will allow the graduate to build a professional career in public (state or municipal) service, in the judicial system, in investigative or prosecutorial bodies, in business, in research and the teaching field. Our graduates can be employed due to their professional activities in the federal executive authorities and their territorial divisions (the Office of the Federal Tax Service, the Office of the Federal Bailiff Service, the Central Bank Branch), the regional Government, the City Administration, other courts, law enforcement and antimonopoly authorities, auditing, insurance organizations and investment companies, family offices and large corporations.

The program includes two educational tracks: a Lawyer in government and a Lawyer in the financial sector (a lawyer-financier). The first track "Lawyer in government" consists of the following disciplines: The constitutional system of public authority; Current problems of municipal government: political, managerial and socio-economic principles; Current problems of municipal property and land management; Competition in a market economy; Justice in the field of public authority; Urban planning and improvement of municipalities; Legal regulation housing and communal services; etc. The second track "Lawyer in the financial sphere (lawyer-financier)" consists of the following disciplines: Constitutional economics and current problems of financial law; Budget law: budgetary federalism and inter-budgetary relations; State and municipal financial control; Modern problems of taxation; Legal regulation of the financial market; etc.
